How this works
Oracle reclaims an Always Free VM only if, over 7 days, CPU p95 and memory and network are all below 20%. A low-priority keepalive service keeps CPU and memory near 40% and backs off automatically when real work (WordPress) needs the machine. It is separate from the website and can be switched off with ENABLED=false in /opt/keepalive/keepalive.env.
